For several years, Canada’s Start-Up Visa Program was positioned as a universal pathway for entrepreneurial immigration. Over time, the program became more restrictive and limited in scope, particularly for applicants without venture-backed startup profiles. As of 19 December 2025, the program has been effectively paused for new applicants, with participation limited to cases based on previously issued commitments.
In the current environment, Provincial Entrepreneur Streams have become the primary active business immigration pathway for entrepreneurs, focusing on business establishment, active operations, and regional economic contribution.
Provincial Entrepreneur Streams are business-focused pathways within the Provincial Nominee Program designed for experienced business owners and senior managers. Through these streams, provinces nominate entrepreneurs for permanent residence based on the establishment or acquisition of a business and active management at the regional level.
Unlike points-based or passive investment pathways, PNP Entrepreneur Streams are performance-driven. Applicants first select a province and prepare a business plan or acquisition proposal, then relocate to Canada on a work permit to begin operations. Permanent residence is granted once the province confirms that agreed business milestones have been met, making the process execution-focused and region-specific.
The PNP Entrepreneur Stream generally requires basic official-language proficiency, relevant business or senior management experience, and sufficient financial capacity to establish and operate a business. Applicants relocate to Canada on a work permit and progress toward permanent residence based on active business operations and compliance with provincial conditions.
Key eligibility requirements are outlined on the Provincial Nominee Program for Entrepreneurs page.

The Provincial Entrepreneur Stream offers a direct, execution-driven route to permanent residence through provincial nomination, allowing entrepreneurs to relocate to Canada and begin operating their business under a work permit.
Programs are aligned with regional priorities and assess real business activity, local economic contribution, and operational viability, while providing access to local business ecosystems, networks, and market resources that support establishment and growth.
The right provincial entrepreneur program depends on how well a business model aligns with provincial priorities and execution expectations. Beyond minimum thresholds, provinces focus on realistic launch, local operations, active management, and the feasibility of meeting required business milestones within defined timelines, making provincial context more important than headline requirements.
CBGA provides end-to-end support through stream selection, net worth preparation, business acquisition or concept development, and market assessment. Each case is approached individually to ensure the selected pathway aligns with the entrepreneur’s business profile, operational capacity, and long-term objectives within Canada’s immigration framework.
