Provincial Entrepreneur Streams are business-focused pathways within the Provincial Nominee Program designed for experienced business owners and senior managers. Through these streams, provinces nominate entrepreneurs for permanent residence based on the establishment or acquisition of a business and active management at the regional level.
Unlike points-based or passive investment pathways, PNP Entrepreneur Streams are performance-driven. Applicants first select a province and prepare a business plan or acquisition proposal, then relocate to Canada on a work permit to begin operations. Permanent residence is granted once the province confirms that agreed business milestones have been met, making the process execution-focused and region-specific.
The PNP Entrepreneur Stream generally requires basic official-language proficiency, relevant business or senior management experience, and sufficient financial capacity to establish and operate a business. Applicants relocate to Canada on a work permit and progress toward permanent residence based on active business operations and compliance with provincial conditions.
